MICHAEL M. STAHL
PRESIDENT AND CEO
Michael Stahl is a former Federal executive with extensive public service experience, including managing and leading a wide range of organizations for almost 30 years. In addition, he has served for almost 20 years as an adjunct faculty member at the School of Government, Policy, and International Affairs at George Mason University, he has earned a Leadership Coaching Certificate from Georgetown University and is accredited by the International Coach Federation. This base of experience makes him uniquely qualified to meet needs of individuals and organizations by providing executive coaching, management training, and organizational consulting services.
- 5 years of state government service, 34 years of Federal service;
- 29 years of management experience, 26 in the Senior Executive Service:
- 31 years of EPA experience, in 4 program areas—administration and resources management, toxics and pesticides, enforcement and compliance assurance, and international affairs.
- Served at EPA as a section chief, branch chief, division director, office director, and deputy assistant administrator and directed organizations ranging in size from 10 to 3,100 people;
- Implemented 2 newly-enacted laws and managed the start-up phase of numerous organizations;
- Transformed several under-performing organizations into high-performing, mission driven enterprises;
- Implemented strategic management practices in programs and organizations, especially processes for setting program priorities and effective systems for measuring performance;
- Designed and used collaborative networks to address environmental problems, deliver services, and share information with partner agencies and institutions.
- Conducted capacity building workshops on environmental program design and performance measurement in 12 countries in Africa, Asia, Europe, and Latin America.
- Served since 1999 as Adjunct Faculty Member, Master’s in Public Administration program, George Mason University, School of Policy, Government, and International Affairs, teaching courses on program planning and implementation;
- Conducted four-day workshops in 2008 and 2010 on implementing environmental laws and programs at Bren School of Environmental Science and Management, University of California;
- Guest Lecturer for Executive Education program at Harvard University Kennedy School of Government 2010 and 2011;
- Served as Executive-in-Residence, Harry S. Truman School of Public Affairs, University of Missouri-Coumbia, 2013;
- Published numerous articles on public management issues, most recently “New Imperatives for Public Managers,” in Public Manager, Spring 2009, Vol. 38, pg. 5–8.
